Here’s a general idea of what you want your end product to do so you can tell the plumber and they’ll be able to make sure it works the way you need it to.

 The water is going to come out of the holding tank and into the other tanks. You need the water pump therefore to be connected to the holding tank and not one of the others.

 You want to make sure your siphon system takes water from the holding tank to the duckweed tank then the dump tank and finally to the grows beds. Any excess water should flow into the dump tank.

 You need two pipes to lead from the holding tank into the grow beds.

 You need a separate pipe to return water from the grow beds if there is too much. That water should go to the holding tank.

 You want gravel poured in once the main lines are installed.
